5.1. ADNOC Pre- Qualification

Abu Dhabi National Oil Company (ADNOC)company registration and prequalification is two-stage process. First stage process is registration. Once approved the preliminary registration we can prequalify the product or services we are dealing with. For Suppliers, the registration is as Vendor and for service providers it is Contractor.

There is approved product/services list from ADNOC for registration.

5.2. ICV Certification Support

ICV is in Country Value Certification by ADNOC. A certificate which measures the contribution of the company towards the local economy. The United Arab Emirates aims to diversify the local economy, strengthen supply chains, increase Emiratization in the private sector and transfer technology knowledge to the local companies.

The certificate can be used by all companies, wherever they are, to participate in government tenders under the Abu Dhabi Local Content Program.

ICV certification is a requirement for all companies operating in Abu Dhabi that wish to apply for governmental and semi-governmental procurements. The ICV factor accounts for 40% of the financial evaluation. All government and semi-government entities in Abu Dhabi require an ICV certificate for their procurements.

5.3. Dubai Quality Awards

The Dubai Quality Award, based on the Excellence Model used by the European Foundation for Quality Management (EFQM), evaluates nominations on Leadership, Strategy, People, Partnerships & Resources, and Processes, Products & Services, as well as Customer Results, People Results, Society Results, and Business Results.

5.4. Global Star Rating Programs for Services

The UAE Government launched the Global Star Rating System in 2012, aiming to bring about a quantum leap in the efficiency of government services as per global standards. This system rates service centres on a scale of 2 to 7 stars based on the outcome of independent evaluation and assessment of customer experience. The result of the evaluation is recorded in the assessment report which highlights the strengths and weaknesses of the centre. 19 service centres joined the scheme at the start. The number grew to 159 centres by 2014.

The Global Star Rating System’s new standards focuses on customers’ overall experience to better evaluate the entity’s success in streamlining customers’ journey and allowing them to obtain their services in a smooth, fast and efficient way. They also aim to assess the consistency of customers’ journey across the different service delivery channels.

The Global Star Rating System aims to:

  • Establish the customer experience system: concepts, criteria, requirements, assessment
  • Educate and train government employees to enhance the level of service
  • Evaluate and measure current customer satisfaction level
  • Identify strengths and area of improvements.
